Debian has your choice of 5.1, 5.2, and 5.3 in testing:

but has only 5.1 and 5.2 in stable:

Ubuntu has 5.3 (along with 5.1 and 5.2) in Wily Wombat or whatever the heck

although Vivid Vervet has only 5.1 and 5.2.

I infer from

    https://software.opensuse.org/package/lua

that the "lua" package in OpenSUSE Leap 42.1 is 5.2; there's a liblua5_3:

but I'm not seeing any Lua 5.3 package.

No obvious sign of 5.3 in Gentoo:

No obvious sign of *Lua* in Slackware:

5.3.1 found in Arch Linux, which I think is a "rolling release" distribution:
