(You may have already tried this; if so ignore)

Just to be sure, I reverted commit 5a32e52, rebuilt the installer, and winpcap
was then correctly found. (Also, as you've noted, the bug shows up only if
there's no Wireshark installed).

So: it would seem it has to be something about commit 5a32e52 ......
