Discovered while working on Pcap.Net (http://pcapdot.net).
In the attached pcap file there's a single ICMP packet with a UDP over IPv4
payload.
Even though Wireshark sometimes parses the UDP in such cases, in this case it
doesn't and just writes the IPv4 over ICMP's payload as Data.
