I don't have my Windows VM on hand, but I'm pretty sure that neither
Makefile.nmake nor ui/qt/Wireshark.pro copy AUTHORS-SHORT or COPYING.txt into
the Qt build directory (wireshark-qt-${CONFIG})

Ultimately I'd like to get the Windows build environment migrated to CMake
(which *does* copy both files) but in the mean time this looks like an easy
thing to fix.
