Got the issue here...
for ESP packets, wireshark reading the file from C:/Program Files/Wireshark/

whereas in case of isakmp packets, it is reading from some other folder. In my
machine it is reading from
C:\Users\labuser\AppData\Roaming\Wireshark\ikev2_decryption_table

so need to change the path to standard as C:/Program Files/Wireshark/
