This field shall contain a 1-bit flag indicating that an Endpoint Device wants
to explicitly advertise that
this policy is required by the device, but is currently unknown.
A value of 1 indicates that the network policy for the specified application
type is currently unknown.
In this case, the VLAN ID, Layer 2 priority and DSCP value fields are ignored.
A value of 0 indicates that this network policy is defined.
