SAC value in RADIUS 3GPP VSA #22 3GPP-User-Location-Info is only displayed as a
hex value, e.g. 0x02a8. It would be handy to have it displayed as both hex and
decimal, e.g. 0x02a8 (680) like Cell LAC field, which already is.
Found in SAI type 3GPP-User-Location-Info; other types haven't been tested.
