When trying to build against lua 5.1 as follows:

./configure --with-lua=/usr/include/lua5.1 --with-gtk3=yes \
--disable-gtktest --prefix=$HOME --includedir=/usr/include/lua5.1

the build fails with:
make[4]: Entering directory `wireshark/epan/wslua'
  CC       lua_bitop.lo
./lua_bitop.c:32:17: fatal error: lua.h: No such file or directory
 #include <lua.h>
                 ^
compilation terminated.
