Debian has 1.10.8 and 1.12.0 packaged:

You can open a bug on Launcpad with something like "Please package 1.10.9 for
Trusty (proposed updates)" and it may be picked up by someone. I'm not very
familiar with Ubuntu's processes, but AFAIK the maintainer-package relation is
not as strong as in Debian.

There is an independent PPA for 1.12 documented at
http://www.geekssharingspace.org/2014/08/how-to-install-wireshark-1120-on-ubuntu.html
which you can use in the meantime.
