OK: I've committed a fix to master to allow options templates with a
zero-length scope section.

You can try the fix if you download a wireshark 

https://www.wireshark.org/download/automated/win64/Wireshark-win64-1.99.0...

with a "Sequence number" of at least 1630.

You may need a newer version than that since I don't know exactly which
automated build will have the fix.

Also: note this is the development version of Wireshark with the install
defaulting to the new (not complete) QT UI. When installing ,select "Wireshark
1" to install a Wireshark with the GTK UI.
