Ok, just looked at this again and the results depend on the version of
Wireshark used.
For 1.10.8, both captures are correct when both TCP preferences "Do not call
subdissectors for error packets" and "Analyze TCP sequence numbers" are
enabled.
With a dev build from today, the first capture with the spurious retransmission
still passes the tcp payload to the DNP3 dissector, but the second capture with
the out-of-order segment doesn't.
This would seem to be a regression from the situation in 1.10.8.
