Hmmm, yes, this file takes a while to dissect: 271k packets will do that.
Both the fuzz'd and the original (not fuzzed) files take about 12-13 minutes of
CPU time to run through Valgrind (while generating the tree) on my desktop.
(tools/test-captures.sh takes 26-27 seconds.)
I'd guess either the file should be removed from the menagerie or the
fuzz-bot's CPU-time limit for Valgrind needs to be increased.
