Ok, from the email discussion I had with some Microsoft folks, the example .cap
file from Message Analyzer is old, and doesn't, in fact, have UTC time stamps.

So the underlying problem is that we weren't handling the UTC time stamp in
files where it *is* present, regardless of whether they came from Message
Analyzer or Network Monitor.

The only question remaining is whether the UTC time stamp in NetMon 2.3 files
should be used if the offset in the file header is zero; I'll ask about that.
