OSVP V2 LS Update with 41 LSAs

This OSPF V2 trace file will trigger exception warning "(>= 1 TOS metric blocks
required" because of the new length constraint assuming that one most have one
additional metric block with TOS in addition to the initial metric block with
the octet for used for the TOS field reserved as "0".
