Discovered while working on Pcap.Net, http://pcapdot.net.

According to RFC 5149 (http://tools.ietf.org/html/rfc5149#section-3), the
Service Selection mobility option length must be between 1 and 255.

However, in Wireshark 1.6.6, a Service Selection mobility option with length =
1, is regarded as "Should be >= 2".
