Can we establish a baseline first:

After installation you can run Wireshark, but after making a capture you can't
run it again.

After making a capture you have a dumpcap process left running and can't
terminate it, only a reboot does that.

And some questions:

After the uninstall\reinstall dance, can you run Wireshark multiple times if
you don't make a capture, or only once or twice?

When capturing traffic do you stop the capture by clicking the toolbar button
in the Wireshark UI, or some other method?

Can you see multiple dumpcap.exe processes listed in TaskManager?

And a task:

Can you install Process Explorer (PE)
(http://technet.microsoft.com/en-gb/sysinternals/bb896653.aspx) and after
running Wireshark and stopping the capture using the toolbar button, start PE,
on the PE File menu select "Show Details for All Processes", consent to that,
locate the dumpcap.exe process in the list, right click and select
"Properties".  Grab a capture of the dialog (click on the dialog, press Alt +
PrintScreen, open Paint and press Ctrl + V) and add it to this bug as an
attachment.

While you have the dialog open, does the "Kill Process" button do anything?
