If you want to be *really* picky :-), you're forgetting about RFC 5506
(reduced-size RTCP), which lifts the SR/RR rule.  See the note at the end of
RFC 5761 section 4, across pages 4-5.

Thus, I think that not only should FIRST_RTCP_CONFLICT_PAYLOAD_TYPE be 64, but
LAST_RTCP_CONFLICT_PAYLOAD_TYPE should be 95.
