IE "chosen channel" in message "perform location request" on Lb interface (BSC
<-> SMLC) is decoded incorrectly. IE "chosen channel" on Lb interface is
decoded as 2 octets data.
It should be 3 octet IE on Lb interface (IEI, length and data).

This information element identifiers a type of radio interface channel.
    8    7    6    5    4    3    2    1
Octet 1    IEI
Octet 2    Length indicator 
Octet 3    The rest of the information element is coded as the value part of
the Chosen Channel IE defined in 3GPP TS 48.008."
