I double checked and Wireshark does use the official GSMTAP encapsulation
format found here:
http://cgit.osmocom.org/cgit/libosmocore/tree/include/osmocom/core/gsmtap.h
Please have a look at your capture tool and ensure to follow the format
specified in the link above.
