What tool did you use to generate this capture?
The GSMTAP encapsulation seems wrong as the sub type is set to 1 (that
corresponds to an UL DCCH message) and not 3 (that would be required for an UL
CCCH message like a RRC Connection Request). So the problem seems more on the
capture side.
