The pcap-ng spec says that the captured length of a packet in an SPB is the
minimum of the snapshot length of the interface and the packet length, with no
mention of the block length; make it so, and treat a captured length that's too
large for the packet block as an error.

Done in r52253, and backported to the 1.8 and 1.10 branches.
