The .pad file at
    http://www.wireshark.org/wireshark-pad.xml
currently starts with a blank line (see attachement).

According to
    http://www.w3.org/TR/2008/REC-xml-20081126/#NT-document

well formed xml document must start with the prologue, whereas
    http://www.w3.org/TR/2008/REC-xml-20081126/#NT-prolog

defines the prologue as starting with
    XMLDecl ::= '<?xml' VersionInfo EncodingDecl? SDDecl? S? '?>'

So, '<?xml' should be the first characters in the file, not an empty line.
