packet-afs decode RXAFSCB_GetCapabilities replies, v2
This resolves the set-but-unused variable issue from the first patch.
As an added benefit, it now decodes the entire reply, both Interfaces and
Capabilities.
unit-tested with capture file to be attached on next comment
fuzz-tested with standard AFS capture file from the fuzz-testing menagerie.
