The following decoding of 8A 01 would be desirable in line with Committed
revision 25478 with a similar fix for GTPv1 as per bug 2618:

    MS Time Zone: GMT - 7 hours 0 minutes
        Length: 2
        Timezone: GMT - 7 hours 0 minutes
        +1 hour adjustment for Daylight Saving Time
