For me it doesn't work in 1.8, it's just harder to reproduce:

1/ expand whole subtree with shift-Right
2/ collapse this subtree with shift-Left
3/ expand only this subtree
4/ click another packet
5/ back to this packet -> whole subtree is expanded

We've fixed in trunk case 1)

 - packet #1, expand TCP header, expand Flags, collapse TCP header, expand TCP
header -> Flags are not expanded
"

so now you can skip steps 4-5.
