Not completely a bug - more of a missing feature. The 6LoWPAN spec says that 

"First, the left-most 32 bits are formed by concatenating 16 zero bits to the
16-bit PAN ID (alternatively, if no PAN ID is known, 16 zero bits may be used)"

Some real systems do not use the PAN ID when generating the addresses (e.g.
Zigbee-IP). It was decided when implementing the decoder to not include this
feature, since at the time most systems WERE NOT using it. There may have been
a discussion on the 6LoWPAN list I can't remember, but I think it was decided
to almost always set this to zero.

If support was added to Wireshark, it should be an option to enable this, it
should NOT be made default.
