Seems like a pretty good idea to do regardless of whether we were configured to
install dumpcap setuid root or not (people may manually make it setuid-root for
example).

I added (in r46608) the necessary configure stuff to check if the compiler
supports -fPIE and -pie so we'll do it automatically if we can.
