In most cases, maximum value of Duration field should be 32767. on 8.2.4.2 ieee
Std. 802.11-2012. In addition if Bit15 is on, Bit 0 to 13 doesn’t　stand for
duration. See "Table 8-13 Duration/ID field encoding". 

I think "Do not decode Duration/ID field for duration value if bit 15 is on".
