Yay driver writers!  Thanks for providing a link-layer header type but not
always providing link-layer headers (including metadata) of the specified type!

I've checked in a change (rev 45609) to look for Prism-header "message code"
values as well as AVS magic numbers and, if we don't see either of them, assume
the packet has no radio header.
