This change doesn't affect whether it's doing the padding in the right place -
the old code and the new code add the padding at the same place.  It *does*
affect whether, if the offset is between 65533 and 65535, the code skips past
padding or wraps around - the old code wrapped around, the new code skips
ahead, so the old code is clearly wrong and the new code is clearly right.

Backported to the 1.6 and 1.8 branches.
