Given that it fails with top-of-trunk TShark, clearly not.
That bug fixed the case where something other than an IDB *and* other than a
packet block came after the SHB and before the first IDB. This bug is a case
where there's an SHB, one or more IDBs, one or more packets (all for interfaces
listed in the IDBs in question, as has to be the case in a valid pcap-ng file),
an *additional* IDB, and one or more packets at least one of which is for the
interface described by the additional IDB.
