WTF? It was BASE_HEX, but displayed with proto_tree_add_uint_format() with a
format of "CIC: %u". That's silly - if it should be displayed as decimal, it
should have been BASE_DEC and proto_tree_add_uint() used. Make it so, now that
it *is* BASE_DEC, as it should have been. Done in r45464.
