Oh dear just realised that Messaging SyncScope policies are not actually sent
in a service context, but instead effect the response_flags field of a GIOP
request header. The provided patch can be used as a place holder for the
decoding of other Messaging policies, but the handling of SyncScope probably
needs to be removed as it should never happen! Should read spec thoroughly
before heading off and coding :-(
