Nothing was ever attached.

It's been over 3 years.  I don't think anyone here has access to this standard.
 Perhaps you could try contacting one of the several authors of the dissector
to see if one of them could submit a patch.  Presumably, they all have access
to the spec and are capable of creating a Wireshark patch.
