I see that Statistic > HTTP correctly shows all 12 "200 OK" responses when
"Allow subdissector to reassemble TCP streams" is enabled, but shows only 8
"200 OK" responses when TCP stream reassembly is disabled.

However, Expert Infos shows all 12 "200 OK" responses regardless of whether TCP
stream reassembly is enabled or disabled.

Shouldn't Wireshark be showing the same counts in both places? It seems like
there are two code paths, with the count being done one way in one place, and
differently in the other place.
