I've been having a vaguely similar problem on Redhat EL 6: libwsutil and
libwiretap(?) are version 2 but when they are relinked during "make install"
something gets confused and wireshark and other programs end up linked against
version 1 of the libraries.  As a result the RPM that I build says it depends
on version 1 of the libraries--which of course does not exist.

Interestingly, I was able to get a working 1.8.0 RPM by building on a different
machine.  But with 1.8.1 that machine, too, has the same problem.

I had assumed it was an old libtool or something problem on RHEL, but if you're
seeing a vaguely similar problem, maybe not...
