An incremental windows build no longer rebuilds files in ui/gtk which are 'out
of date'.

(also other dirs ??)

I'm guessing that a change made in 
SVN 43976, 43978 and/or 43979 is causing the problem.

Since I'm not sure as to the rationale for the changes, I'll just report this
as a bug.
