Unfortunately the fix is in some C code so you cannot copy / paste files like
this across versions.
Wireshark 1.9 will use the same personal folders as 1.8 (location can be
checked with Help -> About Wireshark -> Folders), so your preferences should
remain when installing a development version instead of 1.8. Then you can copy
your customized dictionaries in the 1.9 installation. Customized plugins might
not work as the APIs might have changed between 1.8 and 1.9.
Note that in revision 43691 I also updated the dictionary.3gpp file so as to
get the 3GPP-RAT-Type value 6 decoded as EUTRAN. This file can be safely copied
from 1.9 installation to 1.8 installation if needed.
