Packet length preferences

While I think the stats_tree plugin (with packet counts) was written mostly as
a code example for doing "statistical stuff" in a plugin, I can see the merits
of a packet counting.  So I expanded on the example to show how to incorporate
non-protocol preferences in a (statistical) plugin.

I'm not sure if some of the other statistical dialogs could use preferences,
but the functionality is now there.
