Generic preferences implementation - Printing and Name Resolution

Printing and Name Resolution made generic

This patch permanently exposes some SMI UATs, but I can't say that's a bad
thing.  A few more members out of the e_prefs structure became local to their
respective modules.

I'm still having trouble getting TortoiseSVN to include "removed files" in a
patch, so the following files can be removed with the acceptance of this patch:

\wireshark\ui\gtk\prefs_protocols.h
\wireshark\ui\gtk\prefs_taps.c
