Fix had a possible issue of its own, perhaps causing rpcap captures to succeed
but put up a bogus "Unknown error (pcap bug; actual error cause not reported)."
dialog, as per bug 7021. I've checked in a fix for the fix in r43501, and
propagated it to the 1.4, 1.6, and 1.8 branches
