Patch decoding the Hdr Ext Length field as specified in the IPv6 RFC

Patch updating dissection for the Hop-by-Hop Options Header, Routing Header,
Shim6 Control Header and the unrecognized header type to dissect the 'Hdr Ext
Length' field according to the IPv6 RFC.
