Section 5 of RFC 5424[1] (which obsoletes RFC 3164) does not preclude syslog
from being transported by TCP, so I checked in a change in r43174 to allow
"Decode As" to work for syslog traffic over TCP. The change is scheduled to be
backported to 1.8.0rc2, 1.6.9 and 1.4.14.
