Update to the ActiveSync WBXML CodeSpace

The ActiveSync WBXML CodeSpace currently shipping with Wireshark is incomplete
and inaccurate in terms of element names (Tags). This patch adds the missing
pieces (CodePages) as specified in the documentation and corrects the naming of
the XML elements (Tags).
