Correct ERF name, add WTAP_ENCAP name string to frame dissector

Change to ERF name string.

Adds display of WTAP_ENCAP as a string in packet-frame.c using
wtap_encap_string(). Not sure if this is the best way?

Also unconvinced by the "WTAP_ENCAP" name, this is the only block caps name
with underscores in the frame info dissector. The filter string in comparison
is "frame.dlt".

There seems to be some confusion on how to name it. Should be it something like
"Linktype"?
