The LLTD specification is licensed on a royalty-free and self-help
click-through basis for devices with limitations on targeted platforms.
Non-Windows computer devices can get a royalty-bearing or fee-based license by
contacting the Microsoft Intellectual Property and Licensing team.

This looks scary /IANAL/ :)

I'd rather write dissector based on Network Monitor NPL file:
https://nmparsers.svn.codeplex.com/svn/Develop_Branch/NPL/Windows/lltd.npl
which is licensed under BSD-like (full text:
http://nmparsers.codeplex.com/license).

Or contact Microsoft what they think about writting wireshark dissector based
on this specification.
