Actually there is a small conflict between Confidential (RFC791) and Reserved1
(RFC1108). But the probability to have a 11 bytes long basic security header
with reserved1 classification level seems quite unlikely (it would contain 8
Protection Authority Flags bytes), so I will go this way and have a small
heuristic to select the dissection type.
