Wireshark  wrongly decode the first 4 bytes of the Destination MAC address (ff
ff ff ff) ff ff as the MPLS Control Word (MPLS CW).

According to RFC4385, the first 4 bits of the MPLS CW should be 0000. It shoud
not decode ff ff ff ff as a control word.

the attached file contains those MPLS packets without control word and they are
actually IP ARP packets comes from either source MAC 00404358a9ab or
0040439c1438.
