This is packet in LTE network from S-GW to eNB. The GTP extension header
doesn't seem to be interpreted correctly. 
Within the GTP header, the last byte is C0 - Next extension header type (PDCP
PDU)
C0 01 09 04 00 

Next extension header type: PDCP PDU number (C0) ---> correct here
Point-to-Point Protocol
  Protocol: Unknown (0xc001)  ----------------------> seems incorrect

The interpretation would be:

01 - length in 4 octets 
0904 - PDCP PDU number
00 - Next Extension header type, 0 meaning none
