FDD_CELL_INFORMATION of "UTRAN FDD Description" is not decoded correctly since
there is a conversion between NR_OF_FDD_CELLS and the actual bit length of
FDD_CELL_INFORMATION.
In order to support this feature, CSN_CALLBACK is implemented in packet-csn1.c.
